VOC stands for volatile organic compounds. In paint and coatings, VOC refers to certain organic chemicals that can evaporate into the air during application and drying. According to the U.S. Environmental Protection Agency, VOCs are emitted as gases from many products, including paints and lacquers, and some VOCs participate in atmospheric reactions that contribute to ground-level ozone formation.

The U.S. EPA regulates VOC emissions from architectural coatings because these emissions can contribute to ozone pollution. Its architectural coatings rule was estimated to reduce VOC emissions by approximately 113,500 tons per year through VOC-content limits for manufacturers and importers.

A low-VOC claim alone, however, should not replace a complete technical assessment. EPA guidance also notes that VOC classification does not directly measure the toxicity of every individual chemical, so buyers should review the complete formulation and compliance documentation required for their market.
